In recent years, the problem of user mobility in ocean Internet has not been well resolved. The main reason is that the current mobility management strategy does not fully consider the special environment of the ocean.Land Internet users are directly connected and connected to shore-based base stations. The base station is stationary, but the marine Internet users are often connected to the ship’s base station, which is mobile.Ocean Internet users are mainly connected to the shore-based base station through the ship’s base station where the ship is located.Mobility issues become more complicated with the movement of the relay ship between the user’s ship and the shore-based base station. In this paper,a mobility management strategy based on grouping is used to group groups based on the similarity of movement between ships, and a group head selection algorithm based on space dependence is proposed. Finally, based on the EXata simulation platform,by comparing with the traditional mobility management method,it is verified that the grouping algorithm can solve the congestion problem caused by frequent handovers, avoid unnecessary network overhead, and verify the superiority of the proposed group head selection algorithm It improves the stability of the connection between groups.
