中国经济特区的创新制度推广与区域协同发展路径--来自深圳前海的经验研究

摘　　要：国际上,重要大都市圈均呈现出增长极与腹地间的发展协同现象;在我国,上海引领下的长三角一体化进程步入加速轨道。可见,城市间的发展竞合关系已转变为城市群组团间的竞争。因此本文认为,充分发挥自贸试验区在粤港澳大湾区国家战略中的引领示范作用,势必要通过让前海发挥关键性的引擎功能,形成强大的区域间协同发展效应。根据《中国(广东)自由贸易试验区深圳前海蛇口片区管理委员会关于构建自贸试验区改革创新协同示范区的工作方案》中提出的前海实现区域协同发展的时序安排,增长极带动下的区域协同发展需分阶段逐步深入推进,协同发展策略的形成也需要持续跟进,与协同发展事实同步推进。本文根据世界上先锋发展区的“极化—带动”效应轨迹,研判前海通过创新制度推广实现协同发展的内容、模式与路径,进一步拓展深圳先行示范效应。Internationally,important metropolitan areas have shown a synergy of development between growth poles and hinterland.Similarly,in China,the integration process of the Yangtze River Delta led by Shanghai is in full swing and is stepping into the track of acceleration.It can be seen that the development competition and cooperation among the cities have transformed into competition among city clusters.Therefore,to give full play to the leading and exemplary roles of the Pilot Free Trade Zone in the national strategy of the Guangdong-Hong Kong-Macao Greater Bay Area,it is necessary to allow Qianhai to play a key engine function and form a strong inter-regional synergistic development effect.According to the timing arrangements for Qianhai to achieve regional synergetic development set forth in the“The Work Plan of China(Guangdong)Pilot Free Trade Zone Shenzhen Qianhai Shekou Area Management Committee on Constructing a Reform and Innovation Collaborative Demonstration Zone for Pilot Free Trade Zone”,the regional synergetic development driven by the growth poles needs to be advanced gradually in stages,and the formation of a synergetic development strategy also needs to be followed up continuously to advance in sync with the fact of synergetic development.Based on the“polarization-driven”effect trajectory of pioneer development areas in the world,this article studies and judges the content,mode,and path for Qianhai to realize its synergetic development through the promotion of innovative systems,and how to further expand Shenzhen s pioneering demonstration effect.
