摘　　要：选取省级统计数据和沪深上市公司数据,采用合成控制法和双重差分法,评估农村集体建设用地流转改革对技术创新的具体影响,从而考察建设用地使用权跨城乡优化配置促进创新的制度功能。研究结果显示,农村集体建设用地流转改革能够显著提升地区专利活动密度、增加企业发明专利申请数量和有效发明专利数量,这意味着建设用地使用权跨城乡优化配置能够有效增加技术创新活动的数量,并改善其质量。进一步的影响渠道研究表明,建设用地使用效率与民营经济发展是重要的影响渠道,农村集体建设用地流转通过这些影响渠道作用于技术创新。这一研究从技术创新视角出发,拓展了农村集体建设用地流转改革的研究,有助于从城乡融合发展的角度理解中国建设用地使用权跨城乡优化配置改革。Based on provincial panel data and A-shared listed companies’data,methods of synthetic control(SCM)and DID are used to evaluate promoting effect and specific impact of reform of rural collective construction land transfer on technological innovation,so as to study the institution function of the cross urban and rural optimal allocation of construction land use right to promote the growth of innovation activities.The results show that the reform of rural collective construction land transfer can significantly improve the density of patent activity in the region,the number of patent applications and the number of effective invention patents.It means that the cross urban and rural optimal allocation of construction land use right can significantly promote the quantity and quality of technological innovation.Further research of influencing channels shows that the use efficiency of construction land and the development of private economy are important influencing channels,through which the transfer of rural collective construction land acts on technological innovation.From the perspective of technological innovation,the paper enriches the literature of the reform of rural collective construction land transfer,and is conducive to understand the cross urban and rural optimal allocation reform of construction land use right in China from the perspective of urban and rural integration development.
