摘　　要：随着新型智慧城市建设不断发展,上海市也打造了自己的智慧城市管理模式——“一网统管”的防汛防台风指挥系统。结合上海市防汛防台风工作实际,从建设思路、系统设计、系统功能等方面介绍了该系统设计与实现的过程,阐述了系统的应用特色和在实际应用中的效果,体现了上海市防汛抗灾和应急处置的现代化、精细化水平,为各省(自治区、直辖市)开展防汛抗灾工作提供参考。With the continuous development of new smart city construction,Shanghai has created its own smart city management model-a command system for flood control and typhoon control with“one network unified management”.Combining with the reality of flood control and typhoon control in Shanghai,the de⁃sign and implementation process are introduced from the aspects such as system construction idea,system de⁃sign,system function and so on,and the application characteristics of the system and the effect in practical application are expounded,which reflects the modernization and refinement level of flood control and disaster relief and emergency disposal in Shanghai.The system has reference value for flood control and disaster relief work of other provinces(autonomous regions and municipalities directly under the Central Government).
