网络社群民粹主义话语的风险溢出及其智慧治理研究

摘　　要：网络社群民粹主义在话语的信息编码标准、话语能量的分布频谱等方面的新变化,常会诱发诸多负外部性并使其风险超出某种安全状态。究其原因,不仅在于泛道德主义的网络社群语境、民粹主义话语动员的差异性策略,而且在于技术赋权语境下网络社群信息生产、传播机制的新变化。因此,在对网络社群民粹主义发育的本土化语境及其诱因系统进行审视的基础上,采取尊重社会转型期道德语境的衍变规律,合理把握建构网络社群伦理守则的平衡尺度、构建网络社群底线伦理守则,并优化网络社群意见市场的智慧治理模式等契合数字时代需求的智慧治理策略,则有助于争取网络社群舆论主力人群的情感、立场支持并以其本土化的契合性来探索该领域的善治之道。New changes of populism of online communities,such as the coding standard of discourse information,the distribution spectrum of discourse energy,and so on,often induce many negative externalities and make its risks exceed a certain security state.The reasons lie not only in the context of pan-moralism internet communities and the different strategies of populist discourse mobilization,but also the new changes of information production and communication mechanism of online communities under the context of technology empowerment.Therefore,while systematically reviewing the localized context for the development of populism of online communities and its inducement system,this paper puts forward some smart governance strategies that meet the demands of digital age.It is suggested to abide by the evolutionary laws of the moral context in the social transition period and reasonably grasp the balanced measure for constructing the ethical code of online communities-Meantime,the code of bottomline ethics for the online communities should be established,and the smart governance model of opinion market in the online communities optimized.All these intelligent strategies will help to win the emotional and stance support of the main crowd of public opinion in the online communities and explore the way of good governance in this field with its adaptation to the local conditions.
