摘　　要：基于电力价格"新机制",对在煤炭价格变动影响下的上网电价的变动模式进行了系统动力学分析和数据模拟,针对政策力度和政策实施方式进行敏感度分析。研究发现:政策调控对保障能源安全有重要作用;政策调控力度的作用效果与政策系数的增加不成正比例变动。政策调控力度的改变即为政策系数的变动。政策系数通过作用于电价政策调整额影响基准电价及浮动价;政策的实施方式对实施效果有很大影响。Based on the"new mechanism"of electricity price,the system dynamics analysis and data simulation of the change pattern of on-grid electricity price under the influence of coal price changes are carried out.At the same time,a sensitivity analysis was carried out on the intensity of the policy and the way in which the policy was implemented.The study found that:policy regulation plays an important role in ensuring energy security,the effect of policy regulation and control varies disproportionately with the increase in policy coefficients.The change in the intensity of policy control is the change in the policy coefficient.The policy coefficient affects the benchmark electricity price and the floating price by acting on the adjustment amount of the electricity price policy.The implementation of the policy has a great impact on the implementation effect.
