带量采购的部分经济学原理解析

摘　　要：药品和医用耗材的带量采购,对净化行业生态、提高百姓用药质量层次、推进三医联动改革具有重要意义。研究带量采购背后的经济学原理,有助于招采部门科学制定规则,有助于生产企业合理规划发展,也有助于医务人员理解其中意义,实现协同发展、多方共赢。这些经济学原理包括:交易成本经济学、拍卖设计、委托-代理理论、规模经济、团购效应等。The volume-based procurement of drugs and medical consumables have great significance to purify the industry ecology,improve the residents'drug use quality and promote the medical insurance,hospital and drug industry co-development reform.It is helpful for bidding and procurement department to formulate reasonable rules,production enterprises to plan and develop reasonably,and medical staff to understand its significance,as to achieve collaborative development and multiple parties'win-win outcomes by exploring the economic principles behind volume-based procurement.These economic principles including:transaction cost economics,auction design,principal-agent theory,economies of scale,group purchase effect and so on.
