摘　　要：政府开放数据生态链形成机理的研究对于对开放政府的创建和政府数据开放实践具有重要的理论指导意义,为政府开放数据生态链演进规律、运行机制的优化策略等研究奠定基础。文章在借鉴现有研究成果的基础上,重点从节点结构、形成机理、结构模型和培育策略四个方面探讨了政府开放数据生态链的形成与培育机制。详细剖析和呈现了政府开放数据生态链的节点结构以及不同功能节点基于数据流转需求而连接形成相互联系、相互作用的链式依存关系。The research on the formation mechanism of the Government’s Open Data Eco-Chain has important theoretical guiding significance for the establishment of Open Government and the practice of Government’s Open Data,and lays the foundation for the research on the evolution law of the Government’s Open Data Eco-Chain and the optimization strategy of the operating mechanism.Based on the existing research results,this article discusses the formation and cultivation of the Government’s Open Data Eco-Chain mainly from four aspects of node structure,formation mechanism,structural model and cultivation strategy.Also the node structure of Government’s open data Eco-chain and the chain-like interdependence,formed by the nodes with different functions based on data exchange requirements,of mutual connection and interaction are deeply analyzed and presented.
