摘　　要：[目的/意义]充分发挥科技情报的风险预判和防范功能,研建面向科技安全的科技情报监测与分析系统是新形势下构建国家科技安全监测预警体系的重要任务之一。[方法/过程]在科技安全及面向科技安全的科技情报监测与分析概念内涵界定的基础上,联系科技安全问题对科技情报服务的需求,提出面向科技安全的科技情报监测与分析系统框架。[结果/结论]从智能情报分析的视角,对系统构建的关键问题,以及相关层级涉及的功能和技术框架进行阐述,并进行相关系统的研发探索。[Purpose/significance]Giving full play to the function of risk prediction and prevention of sci-tech intelligence and developing a sci-tech security-oriented monitoring and analysis system is one of the important tasks of constructing a national sci-tech security monitoring and early warning system under the new situation.[Method/process]Based on the definition of the concept of sci-tech security and sci-tech security-oriented monitoring and analysis of sci-tech intelligence,this paper puts forward the framework of sci-tech security-oriented monitoring and analysis of sci-tech information based on the demand of sci-tech security for sci-tech information service.[Result/conclusion]From the perspective of intelligent intelligence analysis,the key issues of system construction,as well as the functions and technical frameworks involved in relevant levels are described,and the research and development of relevant systems are explored.
