摘　　要：[目的/意义]信息与通信技术的进步推动着公开源情报蓬勃发展"面对互联网生态的持续构建,公开源情报开发与利用现状需要再次梳理,进而为后续研究奠定基础"[方法/过程]首先,运用科学知识图谱方法,通过对学术性文献的关键词共现确立了技术和安全两个视角"之后,从公开源情报开发流程、公开源数据的使用、公开源情报开发的自动化和不同领域公开源情报利用情况四个方面进行了总结和述评"[结果/结论]公开源情报的开发仍以信息(数据)搜集能力拓展、分析技术提升和软件系统研发为主,需要注意自动化算法背后的认知偏见、隐私保护和信息加密传递等问题#公开源情报的利用多立足于安全领域,但一个完整的预测型公开源情报服务体系却鲜有人去系统研究.[Purpose/significance]Advances in Information and Communications Technology(ICT)encouraging the development of Open Source Intelligence(OSINT).Facing continuous construction of internet ecology,it is required again that literature review on OSINT exploitation and utilization.Then lay the foundation for further research.[Method/process]First of all,apply the method of mapping knowledge domains,there are two perspectives have been confirmed that technology and safety-security by co-words analysis in academic literature.From the two perspectives,this article has four facets involved in OSINT exploitation and utilization are summarized and reviewed,which include process,using of open source data,automation,application in different fields.[Result/conclusion]It is mainstream of OSINT exploitation that expansion of information(data)collection capacity,promotion of analytical technology,and software system R&D.But pay attention to cognitive bias behind automation algorithm,privacy protection,information encryption,and so on.Utilization is situated in safety and security problem domain.However,few studies touch upon a complete OSINT service system which regards forecast as driving objective.
