摘　　要：医疗机构遵循中央与地方政府要求,分级分类组建一支层次分明的重大疫情防控应急医疗救治预备役队伍,是完善我国应急状态下动员响应、区域联动、人员调集重大疫情救治机制的必要举措。为兼顾重大疫情发生的不确定性与优质医疗资源的有限性,在医疗机构现有人员中平战结合、分级分类、针对培养应急救治人才建设预备役队伍,是长久提升医疗机构应急储备能力、夯实重大疫情防控应急管理体系基础的可持续操作路径。Health institutions obey the requirements from the central and local government,and establish a wellbedded major epidemic prevention and control emergency medical rescue service team through hierarchical classification.This is the essential measure to perfect the major epidemic rescue mechanism of mobilization response,regional linkage and personnel mobilization in the emergency state in China.In order to give consideration to the uncertainty of major epidemic occurrence and the limitation of high-quality medical resources,the combination of fight and peace,hierarchical classification and the emergency rescue talent reserve service team are the sustainable operation path of the permanent improvement of emergency reserve ability,and the solid foundation of major epidemic prevention and control emergency management system.
