摘　　要：医院处于应对重大突发公共卫生事件的前哨位置,其应急管理能力建设对应对重大突发公共卫生事件具有重要意义。通过分析重大突发公共卫生事件下医院应急管理过程中面临的挑战和问题,基于对应急管理弹性能力概念及构成要素的详细阐述,构建出医院应急管理弹性能力建设的理论框架,进而分析医院应急管理弹性能力建设的关键环节,为提高医院应对重大突发公共卫生事件的能力和医疗救治水平提供理论参考。Hospital is in the outpost position to deal with major public health emergencies,and its emergency management capacity construction is of great significance to deal with major public health emergencies.This paper analyzes the challenges and problems faced by hospital emergency management in the event of major public health emergencies.Based on the detailed elaboration of the concept and components of emergency management resilience capacity,the theoretical framework of hospital emergency management resilience capacity construction is constructed.Furthermore,the key links of flexible capacity construction in hospital emergency management are analyzed to provide theoretical reference for improving hospital’s ability to deal with major public health emergencies and medical treatment level.
