金砖开发银行发展可持续金融的制度保障及实现路径

摘　　要：可持续金融将可持续发展与金融相结合,涵盖环境与社会的可持续发展以及资金的流向和效率两方面内容。金砖开发银行通过确立发展可持续金融的目标、建立新型贷款制度、推进金融合作的方式,为促进可持续金融的落地实施奠定基础。同时,内部治理结构、融资制度建设、合作框架设计三方面的问题限制了金砖开发银行功能效用的发挥。未来金砖开发银行可通过优化治理结构、创设可持续金融规范、细化合作领域和合作方式三条路径增强发展可持续金融的能力,形成供给可持续金融规范的“金砖路径”。Sustainable finance is a combination of sustainable development and finance,covering the sustainable development of environment and society,as well as the flow and efficiency of capital.New Development Bank lays a foundation for the implementation of sustainable finance by establishing the goal of sustainable finance development,establishing a new loan system and promoting financial cooperation.At the same time,the operational management concept,the construction of financing system and the design of cooperation framework limit the function and effectiveness of Bank.In the future,the bank can enhance its ability to develop sustainable finance by improving its organizational management structure,defining sustainable financial standards,and refining cooperation fields and modes.
