摘 要:在易变性(Volatility)、不确定性(Uncertainty)、复杂性(Complexity)、模糊性(Ambiguity)的时代条件下(以下简称VUCA时代),企业在用工过程中体现了人和人在生产过程中的相互关系,用工关系的两大序列和四个象限形象地组成了"用工关系仪表盘",可帮助企业辨别劳动用工的现状。使用"关系、身份、法律、结算"四项主要的驱动要素,在四大象限之间跨界筹划,可编绘"用工关系导航图",做沙盘演练,组合配置出灵动多变的用工预案,帮助企业评估用工成本的降低程度和组织效率提升的前景。其中,平台型组织是三个象限各自的组织发展成果在第四象限叠加、融合和重组的结果。只有平台型组织可以承载多种新型用工关系,在文化协同、数字化赋能之下,可深度重启组织力。但平台用工的形态对雇佣关系的掩蔽效应,遮蔽了担责主体,平台用工劳动保护的政策性缺失亟待改善。从用工交易的本质出发,应按照"谁受益、谁担责"的原则,来界定平台型组织劳动者社保承担的责任。In the VUCA(Volatility,Uncertainty,Complexity,Ambiguity)era,the employment process of enterprises reflects the relationship between people in the production process.Two major sequences and four quadrants of the employment relationship vividly form an"employment relationship dashboard",which can help enterprises identify the current situation of labor employment.By using the four main driving factors of"relationship,identity,law and settlement"and performing cross-border planning among the four quadrants,an"employment relationship navigation map"can be compiled,sand table drills can be done,and a variety of flexible employment plans can be combined to help enterprises evaluate the reduction of employment cost and the prospect of improving organizational efficiency.Among them,platform-oriented organization is the result of superposition,fusion and reorganization of the organizational development achievements of three quadrants in the fourth quadrant.Only the platform-oriented organization can carry a variety of new employment relationships,and can deeply restart the organizational power under the cultural synergy and digital empowerment.However,the form of platform employment has a masking effect on the employment relationship and covers the responsible subject,and the lack of labor protection policies for platform employment needs to be improved urgently.Starting from the essence of employment transaction,we should define the social security responsibility of platformoriented organization workers according to the principle of"who benefits,who is responsible".
