摘　　要：绿色生态建设是一项涉及目标多、建设周期长、指标落地难的系统性工程。以济南新旧动能转换先行区建设为例,通过调研分析先行区建设项目需求、管理主体责任划分以及项目审批制度改革,提出一套基于全寿命期的绿色生态建设管控策略,包括投资洽谈、土地供应、方案设计、施工图设计、工程招投标、竣工验收、运营管理七个阶段,从前期告知解释、过程指导支撑、后期归纳反馈实现绿色生态建设的全过程管控,保障绿色生态建设指标能够有效落地实施,为推动和完善我国绿色生态建设提供参考。Green ecological construction is a systematic project involving many goals,long construction period and difficult implementation of indicators.Taking Jinan Pilot Zone for the Transformation of New and Old Kinetic Energy as an example,through the analysis of the construction project requirements,management responsibility among main bodies,and the system reform on project examination and approval,this paper put forward a set of green ecological construction control strategy based on whole life cycle,including seven stages:investment,land supply,planning and design,construction drawing design,project bidding,completion inspection and acceptance,and operation management.The whole-process control of green ecological construction can be realized by informing and explaining in the early stage,guiding and supporting in the process,and summarizing and feedback in the later stage,so as to ensure that the indicators of green ecological construction can be effectively implemented,which could provide reference for promoting and improving green ecological construction in China.
