摘　　要：随着我国高校办学规模的迅速发展,很多高校原有的财务管理体制已经不能适应新的办学要求。伴随高校行政权力的逐步下放,二级单位的经济权力得到了加强,但如何建立健全高校二级财务管理制度,防范财务风险已迫在眉睫。分析了高校实施二级财务管理的必要性及存在的问题,提出高校财务二级管理优化对策,以推动高校二级单位财务管理顺利实施。With the rapid development of the scale of colleges and universities in China,the original financial management system of many colleges and universities has been unable to adapt to the new requirements of running schools.With the gradual decentralization of administrative power in colleges and universities,the economic power of the second-level units has been strengthened.However,how to establish and perfect the second-level financial management system in colleges and universities and prevent financial risks have become imperative.This paper analyzes the necessity and existing problems of implementing the secondary financial management in colleges and universities,and puts forward the countermeasures to optimize the secondary financial management,in order to promote the smooth implementation of the secondary financial management in colleges and universities.
