村民感知中的村级民主监督成效及其影响因素研究——基于28省263村3844户农户数据的实证分析

摘　　要：村级民主监督是农村治理有效实现行稳致远的重要保障。基于村民感知的视角,通过对全国28省236村的3844户农户调查数据的分析,发现绝大部分村民对当前村级民主监督作用表达了认可,村级民主监督发展整体成效显著。村民所具有的民主监督能动意识、自觉意识及监督参与对村级民主监督成效的影响较为显著,而村民与村集体间的利益关联和自身素质对村级民主监督的影响却并未显现。由此,在创新和优化农村治理中要提升村级民主监督成效,关键还在于强化村民民主监督参与实践。Village-level democratic supervision is an important guarantee for effective rural governance to achieve stability and long-term development.Based on the perspective of villagers'perception,through analysis of survey data of 3844 households in 236 villages in 28 provinces in China,it was found that most villagers accepted the current role of village-level democratic supervision,and the overall effect of village-level democratic supervision development was remarkable.The villagers'sense of initiative and participation in supervision has a significant impact on the effectiveness of village-level democratic supervision,while the relationship between the interests of the villagers and the village collective and their own quality has not shown any impact on village-level democratic supervision.Based on this,the key to improving the effectiveness of village-level democratic supervision in the process of innovating and optimizing rural governance lies in strengthening villagers'democratic supervision and participation in practice.
