摘　　要：目的为特殊疾病药品(简称特药)药房在《零售药店经营特殊疾病药品服务规范》(简称《规范》)达标前提下的推广与发展提出建议。方法采用层次分析法,对参与《规范》达标评价的20家特药药房负责人进行访谈,梳理特药药房在经营中遇到的问题,并提出改进建议。结果我国的特药药房尚处于起步阶段,《规范》达标评价在特药药房对人的配备要求、信息系统配置要求和评比中达标线等方面仍存在一些问题。结论相关部门对《规范》本身应提出分阶段的建设和改进计划,使其符合医药零售行业的实际发展情况。建议特药药房与医院合作,以提升药学人员专业服务水平,增强患者对药房的认可度,整合资源,创新患者服务系统,从而阶段性地推进和共同引领医药零售行业的全面发展。Objective To put forward suggestions for the promotion and development of specialty pharmacies on the premise that they meet the standards of the Pharmaceutical Service Protocol for Special Diseases in Retail Pharmacies(hereinafter referred to as″Protocol″).Methods The analytic hierarchy process(AHP)was used to interview 20 persons in charge of the special drug pharmacies who participated in the Protocol,to sort out the bottlenecks encountered in the operation of the specialty pharmacies and put forward suggestions for improvement.Results The China’s specialty pharmacies was still in its infancy,and there were some problems such as the personnel requirements of specialty pharmacies,the configuration requirements of information systems and the level of compliance in the evaluation.Conclusion In line with the actual development of the pharmaceutical retail industry,the relevant departments should put forward a phased construction and improvement plan for the Protocol itself.It is suggested that specialty pharmacies to cooperate with hospitals to improve the professional service level of pharmaceutical personnel,enhance patients’recognition of pharmacy,integrate resources,innovate service system for patients,and promote and jointly lead the overall development of the pharmaceutical retail industry in a phased manner.
