摘　　要：铁路外部环境隐患已成为影响铁路运输安全、扰乱运输秩序的重要风险源之一。建立外部环境隐患管理平台,对于夯实铁路外部环境安全管理工作基础,强化隐患全过程管控具有重要意义。基于国铁集团信息化总体规划,根据外部环境信息管理的需求分析,提出系统目标,构建系统总体架构,分析系统功能模块,并从应用架构、数据架构2方面对铁路外部环境安全管理信息系统技术方案进行设计,实现全路统一的外部环境隐患平台管理,实时动态掌握全路外部环境隐患态势、治理情况,为建立铁路外部环境治理长效机制提供技术支持。The hidden danger of railway external environment has become one of the important risk sources that threaten the safety and disturb the order of railway transportation. Building a management platform for external environmental hazards is of great significance for consolidating the foundation underlying the safety management of railway external environment and strengthening the whole process management and control of potential hazards. In light of the overall planning of information technology of China State Railway Group Co., Ltd., this study conducted the goal description, overall architecture construction and function module analysis of the system, starting from the management architecture and external environment management business. Further, the technical scheme of the information system for safety management of railway external environment was designed from 2 aspects of application architecture and data architecture, so as to realize the unified platform management of the hidden danger in the external environment of the whole railway. It enables real-time grasp of hidden danger status and treatment, which can provide systematic support for the establishment of long-term mechanism of railway external environment management.
