对高速公路BOT项目推行概算清理的思考

摘　　要：借用铁路工程概算清理的思路和做法,对西南地区某高速公路BOT项目进行概算清理。通过具体案例分项梳理,掌握影响高速公路建设项目概算总额的主要因素,并对影响项目投资的材料价差、变更设计、征地拆迁等主要因素进行原因分析;针对影响项目清理概算总额主要因素产生的根源,总结技术经验,建议采取对应对策措施,加强全过程管理,以达到控制工程投资的目的,为今后类似项目提供有效的投资管理经验,提高社会投资人收益,为高速公路推行BOT模式创造有利社会环境。Using the idea and method of railway engineering budget liquidation,this paper carries out budget liquidation for a highway BOT project in Southwest China.Through sorting out the specific cases,the main factors affecting the total budget of expressway construction project are mastered,and the reasons for the main factors affecting the project investment,such as material price difference,design change,land acquisition and demolition,are analyzed.In view of the root causes of the main factors affecting the total budget of the project,this paper sums up the technical experience,and proposes to take corresponding measures and strengthen the whole process management,so as to achieve the purpose of controlling the project investment,provide effective investment management experience for similar projects in the future,improve the income of social investors,and create a favorable social environment for the implementation of BOT mode on expressways.
