摘　　要：如何促进土地流转市场发育始终是政府和学术界的关注重点。本文从外部治理环境与内部治理结构的视角出发,着重考察不同治理内容对土地流转市场发育的影响。研究发现,以土地产权制度改革和地方行政干预为主的外部治理环境显著提升了土地流转数量,并促进了土地流转市场转型;以协调相关主体契约关系为主的内部治理结构设置能够进一步从流转契约的签订、执行、监督与管理等维度提升流转质量。现阶段,外部治理环境与内部治理结构的共同作用,能够有效促进土地流转市场发育。因此,本文认为,在继续优化农地产权制度与政府适当干预措施的同时,积极引导村集体参与土地流转的服务与管理,是推动土地流转市场健康发育的可行途径。How to promote the development of the land rental market has always been the focus of the government and academic circles.From the perspective of external governance environment and internal governance structure, this article focuses on the influence of different governance contents on the development of land rental market.The study found that the optimization of the external governance environment based on the reform of the land property rights system and local administrative intervention has significantly increased the amount of land rental and promoted the transformation of the land rental market;the establishment of an internal governance structure that focuses on coordinating the contractual relationship of relevant subjects can be further improved the signing, implementation, supervision and management of the circulation contract enhance the quality of circulation.At this stage, the joint effect of the external governance environment and the internal governance structure can effectively promote the development of land rental markets.Therefore, this article believes that while continuing to optimize the farmland property rights system and appropriate government intervention measures, actively guiding the village collective to participate in the service and management of land rental is a feasible way to promote the healthy development of the land rental market.
