高校编制管理改革研究——以河北省为例

摘　　要：编制管理改革是促进河北省高校管理体制改革的重要举措,是强化河北省高校岗位设置的必然要求。河北省高校编制管理存在诸如对编制工作重要性认识不够、编制管理方式陈旧单一、现行编制管理制约人才使用的灵活性、各类职位的编制比例失调等不足。河北省高校编制管理改革应坚持动态化、精简化、校本性和实践性原则,改革人事管理制度,不再纳入事业编制管理,实行全员聘用制度;丰富定编方式;建立和完善系列配套制度,保障教师待遇,稳定人才队伍;改革政府财政拨款体制,提升高校市场竞争活力,提升办学效益;推行高校去行政化,真正回归高校人才培养与学术研究等基本职能。Organizational management reform is an important measure to promote the reform of the management system of colleges and universities in Hebei Province,and is an inevitable requirement for strengthening the post setting of colleges and universities.The establishment management of colleges and universities in Hebei Province has disadvantages such as insufficient understanding of the importance of establishment work,outdated and single establishment management methods,current establishment restrictions on the flexibility of using talents,and imbalance of the establishment ratio of various positions.The reform should adhere to the principles of dynamics,simplification,school-based and practicality,reform the personnel management system,no longer be included in the establishment management,implement a full-employment system;enrich the way of appointment,establish and improve a series of supporting systems,ensure the treatment of teachers,stabilize the talent team,reform the government financial allocation system,and enhance the market competitiveness of colleges and universities,It is necessary to promote the efficiency of running a school,implement the de-administration of colleges and universities,and truly return to the basic functions of talent training and academic research in colleges and universities.
