全面建成小康社会视域下西藏农牧区村党支部建设调查研究

摘　　要：村党支部是党在农村全部工作和战斗力的基础。研究发现,近年来,在各级党委的高度重视下,西藏农牧区村党支部班子结构更趋合理,作用发挥更大更好,取得了阶段性显著成效。与此同时,西藏农牧区村党支部建设还存在以下5方面重点难点问题:党支部自身能力水平与区党委对其定位要求差距明显;党支部应承担的职责更多更重与其自身吸引力不足的矛盾较为突出;外部力量介入的实际效果与建强基层组织的初衷二者之间的契合度不高;村集体经济弱小成为影响村党支部更大更好发挥作用的软肋;农牧民党员的教育管理是当前村党支部建设较为薄弱的环节。针对上述问题,提出以下对策建议:一是全面提升村党支部工作人员待遇,着力解决内生动力不足的问题;二是深度融合外部和本土两股力量,着力解决二者之间"两张皮"的问题;三是抓住村党支部书记这一"牛鼻子",强化班子队伍建设,着力解决"集体平庸"的问题;四是大力扶持发展村集体经济,着力解决村党支部腰杆不硬底气不足的问题;五是强化党员教育管理,着力补齐村党支部建设薄弱这一短板。Village Party branches are the foundation of the whole work and combat capacity of the Party in the countryside.Research found that in recent years,under the high attention of the Party committees at all levels,the structure of the Party branches in rural areas of Tibet has become more reasonable,the role has been played more and better,achieving remarkable results in the initial stage.At the same time,there are still the following five key and difficult problems in the construction of village Party branches in agricultural and pastoral areas of Tibet:Party branches’own ability level is obviously different from the district Party committee’s positioning requirements;the Party branches assume more and more responsibilities and their own lack of attraction of contradiction is more prominent;the actual effect of the intervention of external forces and the original intention of strengthening the grass-roots organizations do not fit well;the village collective economic weakness has become the soft rib that affects village Party branches to play a bigger and better role;the education management of farmers and herdsmen Party members is the weak link in the current village Party branch construction.In view of the above problems,this paper puts forward the following countermeasures and suggestions:the first is to comprehensively enhance the village Party branch staff treatment,focus on solving the problem of insufficient endogenous power;the second is to deeply integrate the external and local forces to solve the problem of"two skins"between them;the third is to seize the village Party branch secretary this"ox nose",strengthen the team construction,strive to solve the problem of"collective mediocrity";fourth,to vigorously support the development of village collective economy,and strive to solve the village Party branch’s problem of being unconfident;the fifth,to strengthen the education and management of Party members,putting forth effort to fill the village Party branches’weak construction.
