摘　　要：政府购买公共服务既是政府转变职能的应有之举,又是提升公共服务水平、建设现代公共服务体系的关键环节。西藏政府购买公共服务目前正处于规范发展阶段,需要贯彻落实新发展理念,立足改善民生、提高西藏公共服务能力和财政资金使用效益为目标,进一步优化行政环境,加强专业培训,培育公共组织,拓宽沟通渠道,量化服务标准,健全评估机制。The government purchase of public service in Tibet is not only a necessary move for the government to transform its functions,but also a key link in improving the level of public services and building a modern public service system.The government purchase of public service in Tibet is currently at the stage of standardized development.It is necessary to implement the new development concept,based on the goal of improving people’s livelihood,Tibet’s public service capacity and the use of financial funds,to further optimize the administrative environment,strengthen professional training,cultivate public organizations,expand communication channels,quantificat service standards,and perfect evaluation mechanisms.
