城市环境卫生管理精细化的现实困境与纾解策略

摘　　要：推进城市环境卫生管理精细化是实现城市管理精细化的题中之意,也是国家治理现代化的必然要求。目前,城市环境卫生管理精细化面临管理理念较为滞后、管理机制不健全、管理标准不明晰、管理经费不充足、管理手段不够先进等现实困境。为此,应推动管理理念从传统型向现代化更新,管理机制从"运动式"趋向长效化,管理标准设定从模糊化到清晰化,管理经费从随意性向稳定性转变,管理手段从传统型向智慧化改进。这样,才能加快推进城市环境卫生管理精细化,实现人民群众对美好生活向往的目标。To promote the refinement of urban environmental health management is not only the meaning of realizing the refinement of urban management,but also the inevitable requirement of the modernization of national governance.At present,the refinement of urban environmental health management is faced with many practical difficulties,such as lagging management concept,imperfect management mechanism,unclear management standards,insufficient management funds and less advanced management means. Therefore,we should promote the renewal of management concept from traditional type to modern type,the long-term trend of management mechanism from "sports type",the fuzziness to clarity of management standard setting,the change of management funds from randomness to stability,and the improvement of management means from traditional type to wisdom.Only in this way can we accelerate the refinement of urban environmental health management and realize the goal of people’s yearning for a better life.
