资本禀赋、社会公平与医疗卫生服务获得感研究——基于CGSS2013的实证分析

摘　　要：基于中国社会综合调查(CGSS)2013年的调查数据,通过构建计量模型,从个体层面的资本禀赋、主观感知与宏观层面的医疗卫生供给分析其对居民医疗卫生服务获得感的影响。结果表明:经济资本与获得感间呈倒U型关系,文化资本与获得感呈反向关系,社会资本和社会公平感知不仅直接显著正向影响获得感,且能有效调节财政医疗卫生支出对获得感的负面影响,省级层次卫生技术人才供给水平对获得感有显著正向影响,商业医疗保险也有助于提升居民医疗卫生服务获得感。因此,为提高居民医疗卫生服务获得感,应提高低收入群体收入、发挥社会资本的效用、促进公共服务均等化发展、推进医疗卫生供给侧改革、加快商业健康保险发展。With the survey data of China General Social Survey(CGSS)in 2013,this paper builds an econometric model to analyze the impacts of some personal factors like capital endowment,subjective perception and the macro factors like the provision of health care on residents’sense of getting health services.The results show that there is an inverted U-shaped relationship between the sense of getting and the economy capital,and an inverse relationship between the sense of getting and cultural capital.Social capital and the perception of social fairness not only have significant positive impact on the sense of getting,but also effectively adjust the negative impact of fiscal health expenditure on the people’s sense of getting.The supply of medical personnel in the provincial level and the commercial health insurance are helpful to enhancepeople’s sense of getting.Therefore,in order to enhance people’s sense of getting health services,it is necessary to increase the income of low-income groups,properly utilize the social capital,promote the equalization of public health services,promote the supply-side reform of health care,and accelerate the development of commercial health insurance.
