摘　　要：新冠肺炎疫情发生以来,世界经济社会发展均受到严重冲击,国际航行船舶遭海盗和武装抢劫事件再度频发。通过从“人员、船舶、环境和管理”四方面梳理和分析船舶防海盗和武装抢劫事件风险因素,评估现有安全措施及其执行情况,提出船舶应对海盗和武装抢劫的策略重点,并就当前船舶遭海盗和武装抢劫风险的具体应对提供了相关建议。The sudden outbreak of the COVID-19 pandemic has brought forth a severe impact on the social and economic aspects throughout the world, which leads to frequent piracy and armed robbery cases against ships engaged in international voyages. From the aspects of personnel, vessel, environment and management, this paper studies the risk factors of piracy and armed robbery and assesses the current security measures and the enforcement. Furthermore, it puts forward the strategies and suggestions against piracy and armed robbery as well as guidance on how to address the present risks.
