谈易流态化固体散装货物水分含量变化不明情况下的海事监管措施

摘　　要：近年来,我国发生多起船舶载运易流态化固体散装货物沉船事故,造成重大人员伤亡和财产损失。为了加强水路运输易流态化固体散装货物安全管理,通过梳理对易流态化固体散装货物水分含量规定要求,分析可能导致水分含量发生变化的情形以及在水分含量变化不明情况下的监管注意事项,依据相关方各自责任分工,提出海事监管措施建议。In recent years,many accidents involving sinking of ships due to the carriage of solid bulk cargoes which may liquefy have happened in China,leading to severe casualties and property losses.To enhance the safety management for the maritime transportation of such cargoes,the paper studies the provisions on the moisture content of such cargoes,analyzes the conditions which may lead to the change in the moisture content and the precautions to be taken when the change is unclear.It also proposes suggestions on maritime oversight and regulation based on the responsibility division between parties concerned.
