我国数字政府顶层设计的理念辨析与实践指向

摘　　要：数字政府是数字中国建设的重要组成部分,对未来政府具有深远影响,但目前系统化的数字政府顶层设计研究成果尚未形成。本文基于现场调研等一手资料,围绕系统性、整体性、服务性等方面对数字政府顶层设计理念进行了深入研究,并基于对国内外数字政府顶层设计做法和问题的研判分析,提出了相应的对策建议,以完善我国数字政府顶层设计方法,如国家层面应加快制定发布数字政府顶层设计文件,提升数字政府数据无障碍流通,推动信息基础设施转型升级,打造数字政府协同创新生态体系,强化制度、技术和人文等理念植入,推动国内数字政府顶层设计进入科学合理的运行轨道。Digital government is an important strategic component of the construction of Digital China,and has a far-reaching impact on the construction of the future government.However,the systematic top-level design for digital government has not yet been formed.Based on the first-hand data,such as field investigation,this researchconducts an in-depth study on the top-level design concept of digital government from the aspects of systematicness,integrity and service.Based on the analysis of the top-level design practices and problems of digital government from domestic and international,this paper puts forward corresponding countermeasures and suggestions to improve the top-level design method of digital government in China,For example,the national level should speed up the formulation and release of top-level design documents of digital government,improve the feasibility of barrier free circulation of digital government data,promote the transformation and upgrading of information infrastructure,create a collaborative innovation ecosystem of digital government,strengthen the implantation of system,technology and humanities,and promote the toplevel design of domestic digital government into a scientific and reasonable operation track.
