县级环境监测站垂直改革再思考

摘　　要：县级环境监测人员对垂直管理改革期盼已久,但并未取得实质性进展。当前,县级环境监测站垂直改革面临人员基数多、机构编制少、素质基础差、监测能力低等问题。原来的市级环境监测站上收为省厅驻市的生态环境监测中心,市区环境监测就成了盲区,执法监测任务繁重却没有监测站作为支撑。针对存在的问题,论文提出转变思路、应对挑战、填补盲区3点建议,以期对县级环境监测站垂直改革有所启迪。County-level environmental monitoring personnel have been looking forward to the vertical management reform for a long time,but no substantial progress has been made.At present,the vertical reform of county-level environmental monitoring stations is faced with many problems,such as a large number of personnel,a small number of organizations,poor quality foundation and low monitoring ability.The original city-level environmental monitoring station was taken up as the ecological environment monitoring center of the provincial department in the city,so the urban environmental monitoring has become a blind area,and the law enforcement monitoring task is heavy,but there is no monitoring station as a support.In view of the existing problems,the paper puts forward three suggestions,such as changing the thinking,dealing with challenges and filling the blind ares,so as to enlighten the vertical reform of county-level environmental monitoring stations.
