摘　　要：党的十九届五中全会提出加强和创新社会治理,完善共建共治共享的社会治理制度。文章从构建逻辑、面临困境、经验模式以及实现路径四个方面进行研究,诠释构建社会治理创新的三重逻辑。通过实地调研深入分析新发展阶段安徽社会治理创新的实践困境和挑战,结合上海、杭州等地社会治理创新的发展模式探索适合安徽的行动路径。在社会治理制度创新、人才保障、载体建设和多元主体构建上实现社会治理创新,从而为全面建设社会主义现代化国家奠定坚实基础。The Fifth Plenary Session of the 19th CPC Central Committee proposed to strengthen and innovate social gover⁃nance and improve the social governance system of co construction,co governance,and sharing.This paper studies it from four dimensions:construction logic,facing difficulties,experience mode,and realization path.This paper explains the triple logic of constructing social governance innovation,through field investigation,deeply analyzes the practical difficulties and challenges of social governance innovation in Anhui in the new development stage,and explores the appropriate action path for Anhui by combining the development mode of social governance innovation in Shanghai and Hangzhou.This paper propos⁃es to realize the innovation of social governance on the basis of the innovation of social governance system,talent guarantee,carrier construction,and multi-agent construction,so as to lay a solid foundation for the construction of a socialist modern country in an all-round way.
