农业文化遗产与乡村旅游产业耦合协调发展研究--以我国西南地区13地为例

摘　　要：通过构建农业文化遗产与乡村旅游产业耦合协调发展评价体系,以我国西南地区13地为样本,综合测算了农业文化遗产与乡村旅游产业之间的耦合协调度。结果表明:①整体而言,西南地区的农业文化遗产分布零散,在实践中仍以中央机构把握具体方向,各区县依据自身的地理区位、资源禀赋、经济基础、政策引领等因素形成不同的旅游经营发展模式。②在时间维度上,样本地区农业文化遗产与乡村旅游产业存在长期均衡协调的相互促进关系,二者的耦合协调度由重度失调转为优质协调。③在类别维度上,农田景观类、茶叶类、林果类农业文化遗产与乡村旅游产业耦合协调发展状态较好,而动物养殖类则较为滞后。基于测算结果与对各地实践经验的分析,建议从政治层面的政策规制整合、经济层面的特色业态融合、社会层面的多元协同治理3个方面着手,构建可持续的农业文化遗产保护传承及产业开发体系。By constructing an evaluation system for the coupling harmonious degree of the agricultural heritage and the rural tourism industry,this paper calculated the coupling and coordinated development of agricultural heritage and rural tourism industry with 13 southwestern regions as samples.The results showed that:①On the whole,the distribution of agricultural heritage in Southwest China was scattered.In practice,the central authorities still grasp the specific direction.Each district and county has formed different tourism management and development modes according to its own geographical location,resource endowment,economic foundation,policy guidance and other factors.②In the time dimension,there was a long-term balanced and coordinated relationship between the agricultural heritage and the rural tourism industry in the sample areas,and the coupling harmonious degree had changed from severe imbalance to high-quality.③In terms of the category dimension,the coupling harmonious degree of the farmland landscape,tea,forest and fruit agricultural heritage and rural tourism industry was in a better,while the coupling harmonious degree of the animal breeding agricultural heritage was worse.Based on the calculation results and the analysis of the practical experience of various regions,this paper put forward the three aspects of policy,industry and governance to build a sustainable system including agricultural heritage′s protection,inheritance and utilization.
