摘　　要：文章通过构建多阶段动态博弈模型,分析了在城市职能转化过程中带来的社会福利影响,发现在城市职能专业化分工的发展过程中,中心城市与次级城市地位不对等,中心城市处于谈判优势地位,而次级城市如果仅考虑短期影响,不断提高让步幅度,将受制于各种经济压力,并被锁定在价值链低端环节,导致福利受损。建议政府建立利益协调机制,在减少中心城市资源损耗的同时,补偿次级城市因承接中心城市功能而带来的利益损失,以期实现促进城市群整体竞争力提升的目的。By constructing a multi-stage dynamic game model,this paper analyzes the social welfare impact brought by the transformation of urban functions.The results show that in the development process of specialized division of urban functions,the central city is in an advantageous position in negotiation,while the secondary city will be subject to various economic pressures and locked in the low-end link of the value chain,resulting in welfare damage.It is suggested that the government should establish a benefit coordination mechanism to reduce the loss of resources in central cities and compensate for the loss of benefits caused by secondary cities undertaking the functions of central cities,so as to achieve the purpose of promoting the overall com-petitiveness of urban agglomerations.
