摘　　要：近年来,我国在滨海湿地保护和修复方面取得了一定的成效和经验,然而尚未建立滨海湿地的补偿制度。介绍了美国湿地银行在申请、建设与交易方面的运行和保障机制,梳理了其成功实践的主要经验,并在此基础上分析了中美在滨海湿地开发利用及保护上的差异,阐述了当前我国滨海湿地保护与修复方面存在的主要问题。基于我国国情,建议充分吸纳与借鉴美国湿地银行运行经验,开展核心技术研究,完善湿地产权体系、法律制度和监测管理等对策措施,为我国滨海湿地银行试点及后续工作提供支撑。In recent years,China has achieved preliminary success in the protection and restoration of coastal wetlands.However,the compensation system has not yet been established.This paper introduces the mechanisms of operation and guarantee of wetland mitigation bank in the United States in application,construction and transaction,and summarizes its successful practices.By analyzing the differences between China and the United States in the exploitation,utilization and protection of wetlands,main existing problems in wetland protection were identified.Based on the realistic situation in China,it is suggested that the US experiences in wetland mitigation bank operation be fully taken into account and studied,carry out studies on critical technologies,improve strategies and measures such as wetland IP system,legal system and monitoring system,in order to provide support to the pilot of coastal wetland mitigation bank and subsequent works.
