摘　　要：境外项目的投标报价受到项目自身及项目所在国家诸多因素的影响,价格水平极难把握。文章旨在提出一种定量测算和评价国外报价的方法,解决由于疫情对投标报价造成的影响,以及境外项目投标评审中价格标准的问题;通过引入国别系数的概念,将境外项目所在国家的资源、律令文化、安全、工程等对价格影响重大的因素设定为相应系数,研究分析不同国家各项系数对价格的影响程度,根据影响程度对各项系数进行赋值,并计算出各国的国别系数;运用公式,带入国别系数对专项工程价格和项目平均综合单价进行举例计算,计算出不同国家对应的价格,供测算和评审价格时参考;最后提出国别系数需动态完善,以提高对投标报价测算和价格评审的参考和指导作用。The bidding price of overseas projects is affected by many factors of the project itself and the country where the project is located,so it is very difficult to grasp the price level.The purpose of this paper is to propose a quantitative measurement and evaluation method of foreign bidding,to solve the impact of the epidemic situation on the bidding price and the problem of price standard in the bidding evaluation of overseas projects.By introducing the concept of country coefficient,the factors that have a significant impact on the price,such as resources,laws,culture,safety,engineering and so on,are set as corresponding coefficients.This paper analyzes the influence degree of various coefficients of different countries on the price,assigns values to various coefficients according to the influence degree,and calculates the country coefficient of each country;uses the formula to bring in the country coefficient to calculate the special work price and the average comprehensive unit price of the project,and calculates the corresponding prices of different countries for reference when calculating and evaluating the price;finally,it puts forward the need to change the country coefficient in order to improve the reference and guidance function of bidding quotation calculation and price evaluation.
