澳门在粤港澳大湾区国际科创中心建设中的作用及粤澳合作策略

摘　　要：在粤港澳大湾区国际科技创新中心建设中,澳门在区位人文条件、经济制度、粤澳合作及与葡语国家经贸合作等方面具有一定优势,但土地资源不足、产业结构单一、高端创新资源不足等制约其科技创新发展。据此,提出澳门应加大政策支持、提高高校院所科研能力、做大做强在澳国家重点实验室、构建产学研用一体化体制和整合全球创新创业资源,力争打造成为"广州-深圳-香港-澳门"科技创新走廊重要支点、珠三角西岸科技创新成果转化基地、中葡科技交流合作重要平台。同时,提出广东进一步创新要素跨境便利流动合作机制、与澳门合作建设科研机构与科技基础设施、强化与澳门科技人才交流、构建与产业优势相互融合的科技成果转化链条等,粤澳共同推进粤港澳大湾区建设综合性国家科学中心和区域性创新高地。In the construction of international S&T innovation center in Guangdong-Hong Kong-Macao Greater Bay Area,Macao has certain advantages in the aspects of location and human conditions,economic system,GuangdongMacao cooperation,and economic and trade cooperation with Portuguese speaking countries,however,the lack of land resources,single industrial structure,and lack of high-end innovation resources restrict the development of its scientific and technological innovation.Accordingly,this paper proposes that Macao should increase policy support,improve the scientific research capacity of universities and institutes,expand and strengthen the national key laboratories in Macao,build the integration system of industry,university,research and application,and integrate global innovation and entrepreneurship resources,so as to strive to become an important fulcrum of the Guangzhou-Shenzhen-Hong Kong-Macao scientific and technological innovation corridor,a base for transformation of scientific and technological innovation achievements on the West Bank of the Pearl River Delta,and an important platform for scientific and technological exchanges and cooperation between China and Portugal.At the same time,the paper proposes that Guangdong should further innovate the cooperation mechanism to facilitate the cross-border flow of elements,cooperate with Macao in the construction of scientific research institutions and scientific and technological infrastructure,strengthen the exchange of scientific and technological talents with Macao,and build the transformation chain of scientific and technological achievements integrated with industrial advantages,so as to jointly promote the construction of comprehensive national science center and regional innovation highland in the Guangdong-Hong Kong-Macao Bay area.
