摘　　要：宪法实施在习近平法治思想中占据重要地位,它与人民主体地位和社会主义民主有着本质关联。随着宪法实施在技术层面日益转向宪法审查制度建构,有必要深入分析公民在宪法审查程序中的地位。公民参与宪法审查机制是宪法本身民主化的必然结果,《立法法》规定的公民审查建议体现了审查提请资格向个人倾斜的普遍趋势,也是社会主义民主的必然要求。公民审查建议的规范性质和功能应当在社会主义民主的大背景中加以理解,以维护法制统一为主兼容权利救济,最终在法治续造中落实人民主权原则。公民审查建议具有巨大潜力,但具体制度不足限制了其功能发挥。未来应进一步完善建议审查机制,通过在宪法实施和宪法审查中坚持人民主体地位来发展社会主义民主。The constitutional enforcement,which plays an important role in Xi Jinping thought on the rule of law,has essential connection with the people’s dominant position and socialist democracy. While constitutional enforcement relies more and more on constitutional review system construction in a technical sense,it’s necessary to analyze the role of citizens in constitutional review procedure. The citizen’s participation in constitutional review procedure is a result of democratization,and the citizen’s review advice reflects this general trend,and also is the inevitable result of socialist democracy. The normative nature and function of citizen’s review advice should be understood in the background of socialist democracy, that is mainly maintenance of legal uniformity and supplemented with safeguard of rights,in order to realize the people’s sovereignty in development of rule of law. The citizen’s review advice has great potential,but the concrete mechanism limits its performance. It’s necessary to reform the advice review system,in order to reinforce the people ’s dominant position and develop socialist democracy.
