青海省区域创新效率与创新环境协调发展问题研究

摘　　要：首先结合相关理论建立区域创新效率评价指标体系,运用数据包络分析法研究发现青海省区域创新效率存在投入冗余和产出不足的情况。其次建立区域创新环境评价指标体系,运用因子分析法研究表明青海省区域创新环境综合得分不断提高,创新科技因子对区域创新环境的影响较大。最后在以上两部分的研究基础上构建了区域创新系统耦合协调度测度模型,对青海省2003-2019年的区域创新效率与创新环境耦合协调度进行实证分析。结果显示,青海省区域创新效率与创新环境耦合度和耦合协调度呈现出波段上升趋势。然后,分析影响协调发展的因素。最后,提出了改善青海省创新环境和提高区域创新效率的对策建议。Firstly,a regional innovation efficiency evaluation index system is established based on related theories,and the data envelopment analysis method is used to find that there are redundant inputs and insufficient outputs in Qinghai Province's regional innovation efficiency.Secondly,the establishment of a regional innovation environment evaluation index system,and the use of factor analysis methods show that the comprehensive score of Qinghai Province's regional innovation environment continues to increase,and innovation and technology factors have a greater impact on the regional innovation environment.Finally,based on the above two parts of research,a model for measuring the degree of coupling and coordination of regional innovation systems is constructed,and an empirical analysis of the degree of coupling and coordination of regional innovation efficiency and innovation environment in Qinghai Province from 2003 to 2019 is carried out.The results show that Qinghai Province's regional innovation efficiency and the degree of coupling and coordination of the innovation environment have shown an upward trend.Then,the factors that affect coordinated development are analyzed.Finally,the countermeasures and suggestions for improving the innovation environment of Qinghai Province and improving the efficiency of regional innovation are put forward.
