摘 要:新冠肺炎疫情暴露出我国公共卫生体系和疾病预防控制体系存在较多短板,而公共卫生人才队伍作为两大体系的重要基础,其中疾控体系人员数量、质量及结构分布等是公共卫生服务质量的决定性因素。对我国疾控体系公共卫生人才队伍现状、存在的问题进行分析发现,现在存在的主要问题有:财政保障不足,人员地位和待遇低,导致公共卫生人员流失严重;人员学历偏低、非专业人员占比偏高及高级职称比例低等人员结构不合理现象;公共卫生领域高层次应用型人才不足。在此基础上我们提出构建新型公共卫生人才培养体系的策略与建议,建立适应现代化疾控体系的人才培养使用机制,保证公共卫生人才队伍的稳定。COVID-19 epidemic has exposed many shortcomings in China’s public health system and disease prevention and control system.The public health talent team is an important foundation of the two systems.The number,quality and structural distribution of personnel in the disease control system are decisive factors for the quality of public health services.The article analyzes the status quo and problems of the public health talents in China’s disease control system.The main problems include insufficient financial support,low status and treatment of personnel,resulting in serious loss of public health personnel;the unreasonable structure of high-level and low-level professional titles,insufficient high-level applied talents in the field of public health.To solve those problems mentioned above,strategic suggestions are put forward for building a new public health talent training system,and establishing talent training and utilization mechanism which is suitable for modern disease control system,in order to ensure the stability of the public health talent team.
