摘 要:在基层公共服务领域,项目制治理通过政府购买社会组织服务的形式实现。通过对杭州市三家社会组织的多案例研究,发现社会组织遵循精英主导、政府支持的生长逻辑,由于对政府项目购买的依赖,政府和社会组织之间出现从委托代理关系向管家关系转变的趋势。项目化运作反映出社会组织对政府的依附性较强、社会组织"脱嵌"特征明显、"内卷化"发展加剧等问题。基于管家理论视角,提出建立服务导向、效率导向、资源整合能力提升相结合的发展新模式。在此模式下,社会组织可以利用管家关系的优势克服项目制治理困境,从而保证其自主发展,提高服务供给能力,最终实现与政府的合作共赢。In the field of grassroots public services,project system governance is realized through the government’s purchase of social organization services.Through a multi-case study of three social organizations in Hangzhou,this paper finds that social organizations follow the growth logic of meritocracy and government support.Since social organizations depend on the purchase of government projects,the relationship between the government and social organizations is changing from principal-agent relationship to steward relationship.Project-based operation reflects such problems as the strong dependence of social organizations on the government,obvious characteristics of social isolation and aggravated development of"involution".From the perspective of stewardship theory,this paper proposes a new development mode combining service orientation,efficiency orientation and resource integration capability improvement.In this mode,social organizations can use the advantage of steward relationship to overcome the dilemma of project system governance,so as to ensure their independent development,improve the ability of service supply,and finally realize the win-win cooperation with the government.
