新三板科技型中小企业融资能力评价体系与实证——以宁夏18家上市企业为例

摘　　要：科技型中小企业融资能力是政府财政和金融机构资金支持的判断依据。考虑政府行政资格认证和企业行业所属等要素,构建新三板科技型中小企业融资能力评价指标体系,选取宁夏新三板上市18家科技型中小企业为样本,采用复合熵值法计算指标权重,得出指标体系和权重计算方法具备一定的适用性和可行性,研究表明宁夏新三板科技型中小企业融资能力存在较大的行业差异性,部分行业的企业存在较强的融资能力和竞争水平,但未出现明显的行业集聚现象,应该结合区域科技发展的重点,对科技型企业进行分行业重点优先支持,打造区域科技产业链的竞争优势。The financing capacity of small and medium-sized technology-based enterprises is the basis for judging the financial support of government finance and financial institutions.Considering the factors such as government administrative qualification certification and the industry to which the enterprise belongs,financing capability evaluation index system of the small and medium-sized technology-based enterprises was established,and 18 NEEQ-listed small and medium-sized technology-based enterprises of Ningxia were selected as the sample.The index weight was calculated based on the composite entropy method,and the conclusion was reached that the index system and weight calculation method had applicability and feasibility to a certain extent.The research shows that there are large industrial differences of financing capabilities in NEEQ-listed small and medium-sized technology-based enterprises in Ningxia;enterprises in some industries have strong financing capabilities and competitive level,but there is no obvious industry agglomeration.The paper proposes that by combining the priority of the regional scientific and technological development,and priority support should be given to scientific and technological enterprises according to the industry to create a competitive advantage in the regional technological industry chain.
