东北三省211及省部共建高校与其他本科高等院校科研绩效评价研究——基于DEA-Malmquist模型

摘　　要：近年来,东北三省GDP增长率连年下降并低于全国平均水平,经济落后、人才流失与教育存在着密不可分的联系,高等教育存在诸多问题。研究基于DEA-Malmquist模型,选取东北三省25所高校,并将其划分为211及省部共建高校与其他本科高等院校两种类别,对2013—2017年度东北三省高校科研绩效进行静态和动态分析。研究结果表明东北三省高校科研绩效水平呈现一个上升的趋势,但并不能掩盖发展过程中技术进步指标的下降,在此基础上通过统一、差别的资源配置战略,完善东北三省教育进而带动经济的蓬勃发展。In recent years,the GDP growth rate of the three northeastern provinces has been declining year by year and lower than the national average level.The economic backwardness and brain drain are closely related to education.Higher education,has many problems.Based on the DEA-Malmquist model,25 colleges and universities in the three provinces in Northeast China are selected and divided into two categories:211 colleges and universities and those jointly built by province and ministry,and other undergraduate colleges and universities,for static and dynamic analysis of the scientific research performance of colleges and universities in the three provinces in Northeast China during 2013-2017.The research results show that the scientific research performance level of universities and colleges in the three provinces in Northeast China presents a rising trend,but it cannot cover up the decline of technological progress index in the development process.On this basis,through a unified and differentiated resource allocation strategy,the education in the three provinces in Northeast China can be improved to promote the vigorous development of the economy.
