摘　　要：节能监察是节能监督管理的重要组成部分,是加强用能单位能源管理和提高能源利用效率的重要途径,是贯彻“绿色”发展理念、推进绿色发展和生态文明建设的重要手段。节能监察实施方式的选择和运用,直接决定着节能监察的质量和效能。由于对节能监察实施方式缺乏全面、正确和统一的认识,导致实际中各地节能监察工作缺乏统一性,且规范性也有待加强,最终影响着节能监察的效果。该文对节能监察的性质和特点,两种法定节能监察实施方式的定义、特点和适用范围,以及两种方式相互之间的关系进行全面、系统的研究和分析,并对如何协调适用这两种实施方式提出相应建议。Energy-saving supervision is an important part of energy-saving supervision and management.It is an important way to strengthen energy management of energy users and improve energy utilization efficiency.It is an important means to implement the"green"development concept and promote green development and ecological civilization.The selection and application of energy-saving monitoring implementation methods directly determine the quality and effectiveness of energy-saving monitoring.Due to the lack of comprehensive,correct and unified understanding of the implementation of energy-saving supervision,the actual local energy-saving supervision work lacks uniformity and the standardization needs to be strengthened,which ultimately affects the effect of energy-saving supervision.This article conducts a comprehensive and systematic study and analysis of the nature and characteristics of energy-saving supervision,the definition,characteristics and scope of application of the two statutory energy-saving supervision implementation methods,and the relationship between the two methods,and how to coordinate and apply these two methods.This kind of implementation mode puts forward corresponding suggestions.
