基于现行低保政策制度下相对贫困救助实际问题研究——以青海省为例

摘　　要：全面建成小康社会目标顺利实现之后,青海省完成了在现行标准下农村贫困人口全部脱贫、贫困县全部摘帽、解决区域性整体贫困的目标任务,绝对贫困问题已经历史性地得到解决。但是,这并不意味着贫困问题的真正消除,在绝对贫困人口全面清零的同时,相对贫困问题却日渐凸显,未来救助的工作重心必将向相对贫困转移。文章基于青海工作实际,通过在现行低保政策制度基础上进行改革创新,提出解决相对贫困的构想和思路,为做好相对贫困群体的救助工作提供依据,确保低保制度在乡村振兴战略中发挥更大的作用。与此同时,鉴于全国范围内低保政策制度设计的一致性,对青海省低保制度的健全完善,也将对低保制度的创新、创制提供有益的借鉴。Once the goal of completing the building of a moderately prosperous society in all respects has been successfully achieved,Qinghai province will complete the task of lifting all the poor rural population and all poor counties out of poverty,resolving overall regional poverty,and the problem of absolute poverty will be solved historically.However,this does not mean that the problem of poverty is really eliminated.While the absolute poverty population is completely wiped out,the problem of relative poverty is increasingly prominent.In the future,the focus of relief work will definitely shift to relative poverty.Based on the actual work in Qinghai Province,reform and innovation on the basis of the current Subsistence Security System,put forward the conception and train of thought to solve the relative poverty,provide the basis for the relief work of the relative poor groups,and ensure that the Subsistence Security System plays a greater role in the rural revitalization strategy.At the same time,in view of the consistency of the design of the Subsistence Security System policy and system,the improvement of the subsistence allowance system in Qinghai Province will also provide a useful reference for the innovation and creation of the Subsistence Security System.
