创新驱动引领资源型地区发展的策略分析

摘　　要：在全面贯彻新发展理念的指引下,资源型地区经济发展步入新阶段,创新驱动作为推动资源型地区经济发展的关键抓手,需要在更高的起点上践行其发展原则,从而进行路径重构,为实现资源型地区高质量发展提供良好创新生态。在新发展阶段,资源型地区在传统要素、技术以及产业分工等方面的特征演变促使资源型地区高质量发展要有新突破,需要以创新驱动为关键导向,充分发挥中央和地方两个积极性原则、新旧发展动能接续转换循序渐进原则、新老产业共同发展原则、当前利益与长远利益统筹兼顾原则、政府与市场通力协作原则,寻求新老产业高质量发展,提高引资力度及投资使用的精准性有效性,统合内生力量与外部力量,加速培育壮大创新驱动发展新动能的路径突破。Under the guidance of the comprehensive implementation of the new development concept,the economic development of resource based regions have entered a new stage. As the key driver to promote the economic development of resource based regions,innovation drive needs to practice its development principles and path reconstruction from a higher starting point.Provide a good innovation ecology for realizing the high quality and development of resource based regions.In the new stage of development,resource based regions in traditional elements,technical characteristics and industrial division of labor evolution leads to the development of the resource based regional should have new breakthrough.It is necessary to take innovation as the key orientation and giving full play to the two principles of central and local enthusiasm,the principle of old and new development of kinetic energy in the conversion step by step,the principle of new and old industry common development,the principle of overall consideration of current and long-term interests,and the principle of collaboration between the government and the market,make greater efforts to attract investment and make it more accurate and effective,integrate endogenous forces and external forces.We will accelerate breakthroughs in fostering and strengthening new drivers of innovation driven development.
