STOP安全训练观察程序在造船厂中的应用

摘　　要：根据事故因果连锁理论和大量统计数据可知,绝大部分事故发生的原因最终可追溯至人的不安全行为。因此,对人的不安全行为进行管理可以有效地减少和预防事故的发生。本文针对造船厂生产安全问题的类型和特点,结合造船厂的生产实际,基于STOP安全训练观察程序,从实用性、可操作性的角度出发,设计了一套STOP安全行为观察卡;将此安全行为观察卡应用于某船厂,对该船厂进行了为期2个月的安全观察,对安全观察数据进行了统计分析,并给出了改进建议。实践结果表明,STOP安全训练观察程序可以明显提高员工的安全意识,减少员工的不安全行为,是一种有效的安全管理方法。According to the causal chain theory of accidents and statistical data,the causes of most accidents can be traced back to unsafe behaviors.Therefore,we can reduce and prevent accidents by managing unsafe behaviors.In this paper,a set of safety observation card is designed according to the types and characteristics of production safety problems in shipyards.In the design of the observation card,we also considered the practicality and operability of the stop safety training observation program.This safety behavior observation card was applied to a shipyard and safety observations were carried out in this shipyard,the safety observations of the shipyard lasted for two months.Then,according to the safety observation data,we put forward some improvement suggestions for the shipyard.The practice results show that safety training observation program is an effective safety management method,which can significantly improve the safety awareness of employees and reduce their unsafe behaviors.
