云南省清洁针具交换在全省艾滋病防治工作中的效果及经济成本分析

摘　　要：目的分析2011-2017年云南省清洁针具交换工作在全省艾滋病防治工作中的效果和经济成本。方法对云南省清洁针具交换国家数据库和云南省数据库的NSP数据进行描述与分析。结果清洁针具交换年均服务人数为1.1-1.4万人,年度HIV检测率在50%以上,针具交换服务人群中HIV阳性检出率由2011年的14.2%下降至2017年的1.2%,单位成本为每干预1名IDU455元,每发放1支注射器1.9元,每检测1次HIV 612元。结论清洁针具交换是一种低成本高效益的针对IDUs的干预措施,且效果显著,在控制HIV流行方面有着重要的价值和贡献。Objective To analyze the cost-effectiveness in cleaning needle/syringe exchange in AIDS prevention and control in Yunnan Province during 2011-2017.Methods NSP data of Yunnan province and the national database was expounded and analyzed.Results The annual service number of cleaning needle exchange was 11,000 to 14,000,and the annual HIV test rate was above 50%,and the proportion HIV positive among HIV screened population was decreased from 14.2%in 2011 to 1.2%in 2017.The cost was at RMB 455 per IDU,RMB 1.9 per syringe,and RMB 612 per screening.Conclusions Clean needle exchange program was an intervening measure with low-cost,high efficacy and specifically targeting IDUs,which received a remarkable effect and was with important value and contribution in controlling the spread of HIV.
