摘　　要：乡村治理好坏、水平高低关系到党和国家的政策落实是否有效,也关系农民群众切身利益。中央高度重视乡村治理工作,中共十九大报告提出,“加强农村基层基础工作,健全自治、法治、德治相结合的乡村治理体系”,为未来指明了新方向。2018年的一号文件提出并强调“加强农村基层基础工作,构建乡村治理新体系”,对乡村治理工作做出了部署和安排。但随着乡村社会深刻的变革,产生了新情况、新问题,对乡村治理工作提出了新的要求。从当前乡村治理现状入手,发现分析当下乡村治理的困境及不足,在乡村振兴战略视角下,准确把握乡村治理的中央提出新部署新要求,寻求其科学的解决办法,构建乡村治理新体系,以达到乡村善治的目的。the quality and level of rural governance is related to the effectiveness of the party and the state's policy implementation,as well as the vital interests of the masses of farmers.The central government attaches great importance to rural governance.The report of the 19th National Congress of the Communist Party of China(CPC)proposed that"strengthening the basic work of rural grassroots units,and improving the rural governance system with the combination of autonomy,rule of law,and rule of virtue",pointing out a new direction for the future.The No.1 document in 2018 proposed and emphasized"strengthening the basic work of rural grassroots and building a new system of rural governance",and made deployment and arrangement for rural governance.However,with the profound changes in rural society,new situations and problems have emerged,which put forward new requirements for rural governance.Starting from the current situation of rural governance,this paper finds and analyzes the difficulties and shortcomings of rural governance.From the perspective of Rural Revitalization Strategy,it accurately grasps the central government of rural governance,puts forward new deployment and new requirements,seeks its scientific solutions,and constructs a new system of rural governance,so as to achieve the purpose of good governance of rural areas.
