摘　　要：目的:通过探讨基本医疗服务价格经济学特征,分析价格机制在"成本-价格-支付"卫生决策经济体系中的重要意义,探讨医保战略性购买框架下完善基本医疗服务价格政策的建议思考。方法:文献分析法、描述性分析法。结果:(1)基本医疗服务价格是政府指导价、是发挥市场配置机制的重要手段;(2)基本医疗服务价格的基本要素是定价单元、单元金额和单元数量,三者组合表现出价格结构和水平特征;(3)地方基本医疗服务价格管理重点之一是价格水平管制,通过动态调整进一步优化单一与组合比价关系,成本定价机制和价格结构机制是主要影响机制。结论:(1)理解基本医疗服务价格决策价值,通过定价单元协调"成本-价格-支付"供需双方决策需求;(2)结合医保基金运行监测分析,通过价格管理工作方法创新推动区域卫生健康供给侧改革;(3)明确价格水平管制策略,通过多方协同合作化解基本医疗服务价格管理主要矛盾与风险。Objective:To explore the economic characteristics of the price of basic medical services,analyze the significance of price mechanism in the"cost price payment"health decision-making economic system,and discuss the suggestions to improve the price policy of basic medical services under the framework of strategic purchase of medical insurance.Methods:Literature analysis,descriptive analysis.Results:(1)The price of basic medical services is the government guidance price and an important means to play the market allocation mechanism;(2)The basic elements of basic medical service price are pricing unit,unit amount and unit quantity.The combination of the three shows the characteristics of price structure and level;(3)One of the key points of price management of local basic medical services is price level control.Through dynamic adjustment,the relationship between single price and combination price is further optimized.Cost pricing mechanism and price structure mechanism are the main influencing mechanisms.Conclusion:(1)It needs to understand the value of basic medical service price decision-making,coordinate the"cost price payment"decision-making needs of the supply and demand sides through the pricing unit;(2)promote the regional health supply side reform through the innovation of price management methods combined with the monitoring and analysis of medical insurance fund operation;(3)clear price level control strategy,through multi-party cooperation to resolve the main contradictions and risks of basic medical service price management.
