摘　　要：从传统的计划经济到现在的社会主义市场经济,经济体制变革带来经济发展的效应已经得到历史的证实,然而,不可忽略的是,近年来,产能过剩、经济结构失衡、区域之间的经济矛盾等突出问题也已引发各方面的高度重视。而以技术为导向的新计划经济概念的提出,业界和实践界对之存在较大的争议。正视新计划经济机制的作用,计划杠杆用力过度或不足都不是科学的态度。为了研究方便,部分内容以商业银行经营管理为样本,研究结论基本可以对新计划经济的特征、作用、应用场景及应用的建议作较为全面的概括,并可以用于指导宏观经济层面上的工作。From the traditional planned economy to the present socialist market economy,the effect of economic development brought about by the economic system reform has been proved by history.However,it cannot be ignored that in recent years,the outstanding problems such as excess capacity,economic structure imbalance,contradictions between regional economies have also aroused great attention from all aspects.The concept of the new planned economy,which is oriented by technology,is controversial in the industry and practice circles.It is not a scientific attitude to face up to the role of the new planned economic mechanism and to exert too much or too little planning leverage.In order to facilitate the research,part of the content takes commercial bank operation and management as the sample,and the research conclusions can basically make a comprehensive summary of the characteristics,functions,application scenarios and application suggestions of the new planned economy,and can be used to guide the work at the macroeconomic level.
